Day Light Saving Changes in USA

Summary : 
Daylight saving time is changing in USA this year  due to a law passed by US congress . Earlier  light saving in USA happened  on first Sunday of April  and ended on last  Sunday of November but from current  year  (2007) onwards  the starting and ending days are going to change  . The day light saving will start   two weeks earlier and end  one week later  as per the following table.

*Start and end date is determined by the day of the week (Sunday ) hence only day is fixed for the changes and dates may change every year . 

Impact of Changes :
This change will impact computers and devices which are based on calendar for date and time and will need correction for this change . Since this change is being made in US & its territories the computers and devices which are located in US  or being operated on US time are impacted.Canada is also observing these changes for some parts of Canada changes will also be applicable to Canada .

Computers systems & devices  can be impacted in the following way :

1. Wrong current time is displayed .
2. Jobs or process scheduling can get disturbed due to time change.
3. Transaction update may have problems due to wrong current time.
For example Airlines schedules , landing , process control in a manufacturing plant , computerized transaction updates , computerized process control may show problems .
On personal side it may lead to some missed meetings in the office , missed flights or trains when the changes starts and ends. 
Impact on computer Systems :
Two main components  are impacted :
1.Java and java  based applications 
2,Operating Systems  
Problems Affecting Java Applications
The Java Runtime Environment (JRE) stores rules about DST observance all around the globe. Older JREs will have outdated rules until they are patched with latest rules . As a result, applications running on an older JRE may report incorrect time from March 11, 2007 to  April 2, 2007 and from October 29, 2007 to November 4, 2007.
Operating Systems :
In computers time zone  information is maintained by the Operating systems and they will have to be patched to reflect the new time changes . The patch will be  a new time zone file with updated entries for US time zones for day light saving times.

  for solaris servers, hope you shut down all java apps ( in my case websphere), and databases down gracefully, b4 shutting down the boxes ..

I know it will be too late by the time u read my comment .

  Does this mean that for two weeks, The eastern United States will be closer in time to Europe. Currently, I reside in England and am 5 hours ahead in time than my family who resides in the Washington DC area. Will they now be only 4 hours behind me for 2 weeks
